1. INTRODUCTION

The Department of Administration and Supplies is made up of five (5) Divisions and thirteen (13) sections. The Department is headed by a Director and each of the Divisions is headed by a divisional head. The responsibilities and activities of the department within the operating year are highlighted as follows:

Supplies and Procurement Division
The Supplies and Procurement Division has only one section namely Supplies and Procurement Section which is charged with the responsibilities of procuring the following:

•  Office and household equipment and furniture items;
•  Bulk purchase of electrical items and fittings, vehicle spare parts and consumables, oils, lubricants and diesel etc.
•  Responsible for stock replenishment (stationery items), computer accessories and consumables.
•  Registration of contractors.
•  Servicing of Tenders Committee meetings
•  Evaluation of quotation and bills of supplies.

Training and Development Division
The training and development division comprises of three (3) sections and they are charged with the following enumerated responsibilities.

External Training Section: It is charged with the responsibility of preparation of budget proposal for external training needs;

•  Evaluation of certificates and reports from beneficiaries of training.

•  Liaising with institutions for progress report on staff on training.

•  Preparation of monthly and annual reports.

•  Monitoring the performance and activities of staff on training.

•  Identification of relevant courses/programmes for staff development.

In-House Training and Monitoring Unit: it is responsible for:

•  Assessment of staff training needs from appraised forms.

•  Creating a database for each training attended by staff.

•  Keeping track and monitoring of staff on training in various institutions for necessary feedback.

•  Analysis of information generated from training needs questionnaires administered in all departments.

•  Collecting and collating information on training programmes on the calendar of various training institution received by Teachers Registration Council of Nigeria and advising on the programmes that are found useful to the Council and its staff.

Human Resources Division
The Human Resources Division comprises four (4) sections and is charged with the following responsibilities.

Record Management Section

- Keeping of secret and open files of all staff.

•  Updating of staff list and records

•  Compilation of leave roster of all staff, processing all leave requests and creating electronic database in liaison with the Computer Division of the Professional Operations Department.

•  Processing Annual Incremental Award.

Grievances and Discipline Section
This section is responsible for interpretation of the Council's rules and regulations as it affects staff discipline and related matters; processing of queries, reprimands, warnings, surcharge, termination and dismissal.

Appointments and Promotions Section

•  Responsible among others for: selection, interview and placement of employees.

•  Confirmation of appointments.

•  Processing of request for transfers of service, secondment and leave of absence.

•  Internal posting and deployments.

•  Preparation of memoranda to the Management and, Appointments and Promotions Committee and related documents.

•  Processing of documents for staff promotions.

•  Liaising with Office to Head of Service of the Federation and Federal Civil Service Commission on establishment matters.

•  Serving as a clearing house for the transmission of government policies relating to establishment and welfare matters of the Council.

•  Custody of Government Circulars

•  Interpretation of Circulars.

•  Implementation of Circulars

•  Processing of Resignation/Withdrawal of Appointment

Council Matters
The Council Matters Division is comprised of three (3) sections namely:

•  Governing Council

•  Sub-committee section and,

•  Management and sub-committee section

The Division carries out the under-listed duties:

i. Covering the meetings of the TRCN Governing Board, including its sub-committees: Appointments and Promotions, Tenders, Finance and General Purposes, and Accreditation and Education Committees of the Board.

ii. Covering the meeting of the TRCN Management and Ad-hoc committees.

iii. Covering the meeting of the TRCN with other professional Councils, Boards and stake holders group in Nigeria.

iv. Collating and distributing meeting papers, including notices of meetings.

General Services and Welfare Division
The General Services and Welfare Division is charged with the following responsibilities.

•  Processing benefits in respect of Birth, Death, Marriage, etc

•  Processing of PHCN, water and other utility bills

•  Supervising of Cleaners, Receptionists, Telephone operators and Drivers.

•  Allocation of office space and furniture items and, maintenance of office equipment/furniture.

•  Servicing the winding-up activities of the Board of Trustees of TRCN Pension Scheme.

•  Responsible for managing the Contributory Pension Scheme matters.

•  Liaising with Insurance Companies and Insurance Brokers on Insurance Matters.

•  Keeping accurate records of pensioners and liaising with Pension Fund Administrators.

•  Responsible for management and maintenance of Council security system.

•  Responsible for transport and fleet management.

•  Advising management on all pension and Insurance matters.
