BRIEF ON DR. G.A OGWUCHE

Dr . Godwin Akor Ogwuche was born on 15 th April, 1956 in Otukpo, Benue State to the family of Mr. Alfred Egba Ogwuche and Fatu Odu Ogwuche.

Dr. Ogwuche had his early primary education in St. Andrews primary school, Mubi, Adamawa state between 1963 – 1969: he attended comprehensive secondary School, Mubi from 1970 – 1974 for the WASC, and Federal Government College ,Kaduna, 1974-1976 for the higher School Certificate. Dr. Ogwuche had his first Degree at the University of Ibadan, graduating with a B.Sc (Hons) in political Science, 1979. He obtained the Master of Public administration (MPA) from University of Lagos, 1988; a certificate at Postgraduate Level in Effective Micro-Computer Information Systems (EMIS) from the university of Manchester, Uk in 1995 and completed a PhD programme in political Economy and Developmental Studies, with special research interest in funding university education, at the University of Abuja, 2009.

Ogwuche started his Public Service career in 1980 when he joined the services of the Bunue state Government as an Information Officer with the state's Ministry of Information. In 1984, he moved to the education Sector, when he secured appointment with the National Universities Commission as a Senior Assistant Secretary. He rose through the ranks holding varied positions in the Commission culminating in the position of Acting Director, Personnel Management Department in 2001.

While in NUC, apart from his core schedule in Personnel Management, he was at various times charged with the responsibility for co-ordinating the first ever accreditation exercise in the Nigerian University System held between 1990-1991 and the follow up exercise in 1994-1995.He was until his departure from NUC on leave of absence, the Co-ordinator of the series of National Training Programmes for Senior University Managers (NATPSUMA) and edited the publication of proceedings arising from the series. Dr Ogwuche has had varied international experience through study visits/exchange programme to the Quality Assurance Agency for Higher Education (QAA), Gloucester, UK; the Higher Education Funding Council of England (HEFCE), Bristol, UK and the higher Education Statistics Agency (HESA), Cheltenham, UK in 2002.

Ogwuche moved from the University Education Sub-Sector to the Teachers education Sub-Sector in 2002 when he joined the Teachers Registration Council of Nigeria as the pioneer Director, Admin and Finance.

Dr.Ogwuche has served on various committees as Chairman and member; has been a member representing the Executive Secretary, NUC on the Governing board of Various Universities; he was privileged to have attended many conferences, seminars and workshops. He is a member of the Chartered Institute of Personnel Management(CIPM).He has varied research interest in funding education and Management issues in tertiary education.

FUNCTIONS OF ADMINISTRATION AND SUPPLIES DEPARTMENT.

The Department of Administration and supplies is charged with the responsibility of co-ordinating the internal administration and supply chain of the Teachers Registration council of Nigeria (TRCN) .The Mandate of the Department includes:

•  Recruitment, confirmation of appointment, retirement, discipline, resignation of appointment, dismissal form service, secondment/leave of absence and internal staff deployments.

•  Preparation and Updating of staff list.

•  Interpretation of government rules, regulation policies and circulars.

•  Liaising with the Federal Civil Service Commission, Office of the Head of Service of the federation and other government agencies on establishment matters.

•  Staff Welfare matters e.g loans and advance, health, birth, death, marriage, pension.

•  Responsible for Management and maintenance of Council's security Matters.

•  Advising Management and implementing its decision on Staff matters and Federal Government Labour Regulations.

•  Servicing the meetings of Management Committee, the TRCN Governing Board and its Sub-Committees and meetings of Ad-Hoc Committee's of Council.

•  Procurement of Office stock and non-stock items;

•  Co-ordinating training and development activities.
