STEP-B PROJECT

BACKGROUND OF THE PROJECT
Teachers Registration Council of Nigeria has made several attempts to have a standard database that would capture the data of teachers at all levels of the education system. The computerization project of TRCN data of teachers was initiated in 2004 with the objective of developing teachers’ database information system, to capture the data from the registration forms being completed and submitted by teachers seeking registration. The major components of the Computerization then were:

    • System Development and implementation.
    • Hardware procurement.
    • Local Area Network (LAN) installation.
    • Internet connectivity via VSAT.

This will fast-tract the input of teachers data, creation of centralized teachers register, effective data management, security of individual, collective data of teachers and to develop website for detail information about the Council’s activities and facilitate online registration.

In 2005, the Council entered into partnership with National Information Technology Development Agency (NITDA) to computerize the Accounting and Human Resources Systems. Also to implement Local Area Network (LAN) of all offices in the Council so that staff could participate in the data entry. That was in compliance with Federal Government directives on eGovernment. Teachers Registration Council of Nigeria was the first to roll out the eGovernment policy through partnership with National eGovernment Strategies (NeGSt). Since then, NeGST (a tripartite Public Private Partnership Programme set up by Federal Government of Nigeria) had been consulting for TRCN and hosts the website of the Council.


In 2007, the Council connected her 12 Zonal Offices (2 in each Nigerian geo-political zone) with Internet facilities to improve their operations. The Council has registered and certificated over 700,000 teachers since inception to date. In 2008, the Federal Government of Nigeria received a credit [number 4304 UNI] from the International Development Association (World Bank) towards the cost of improving Science and Technology Education at Post Basic Schools [STEP-B].  The Teachers Registration Council of Nigeria [TRCN] which is the apex Teaching Regulatory Agency in Nigeria is benefiting from the project to develop a database of Science, Technology and Mathematics Teachers at Post-Basic schools in Nigeria.


The TRCN/STEP-B project which is titled Development of database of Science, Technology and Mathematics teachers at Post-Basic schools in Nigeria, is expected to meet international standards. Hence, emphasis is placed in the project on authenticity and validity of the data collection processes. In order to achieve high standards, the expertise of two (2) Consultants – one in Measurement and Evaluation and the other in ICT have been engaged for the project as required by the World Bank.

PROJECT TEAM MEMBERS
The Registrar/Chief Executive and Management staff of the Council set up a Project Management Team which comprises of the following: -

They had received several trainings by the World Bank organized by National Project Secretariat (NPS) in conjunction with reputable organization like Supreme Management Consultancy and training, Ibadan, Center for Management Development Lagos among others.
 

OBJECTIVES AND SCOPE OF THE PROJECT
The main purpose of the project is to develop a data base of all teachers of Science, Technical/Technology and Mathematics teachers in PBEIs in Nigeria by LGA and State.

The project has two major phases as follows:

  • Measurement phase
  • ICT phase

Phase I:  Measurement and Evaluation phase: This involves gathering/capturing accurate and reliable data on STM teachers in public and private PBEIs in Nigeria.

Phase 2:  ICT Phase
The phase 2 of the project involves the development of a computerized database of STM teachers in public and Private PBEI’s using appropriate software and creating a portal in the Council’s website for uploading the database. 

JUSTIFICATION FOR THE PROJECT
This project is the first of its kind in Africa, will be beneficial in the following ways.

  • Planning:  Effective planning of any educational programme depends largely on the availability of accurate and reliable data.  Accurate data of STM teachers will assist the Council and the nation to plan for recruitment, training and professional development of teachers.
  • Decision making: The indispensability support of data to making decision is a well know fact.  The database will assist the Council taking far reaching decisions on teachers and STM teachers in particular.  Given the mandate of TRCN as a regulatory and licensing agency.
  • Repository of information: The database will be a repository of information on STM teachers in Nigeria.
  • Opportunities in the international labour market for Nigerian STM teachers as information about individuals will be placed on the Council’s website
  • Global projection of TRCN: Globalization suggests that institutions should seek way of increasing their global competitiveness by adopting international best practices.  One of such best practice is the effective deployment of ICT in the conduct or organization’s business.  ICT applications can increase the volume of web-based activities of the Council.
  • Fast tracking the attainment of TRCN development goals: Education is the key to sustainable national development.  It provides the human capital that will conceptualize, plan, direct, manage and drive any national development plan.  Therefore this project holds tremendous prospects for improving the quality of STM teachers in Nigeria.
