1.1 INTRODUCTION

Alh. Saliu Adebisi Bello was born in July 1948 in Jos, Plateau State . He attended St. Luke's Anglican Primary School from 1955 to 1962. He proceeded to Government Teachers College , Toro, Bauchi State in 1963 where he graduated as the best overall student in December 1967.

He became Assistant Headmaster in January 1968 at Heipang Central Primary School then in Jos Local Government Council of Plateau State .

In October of the same year, he gained admission into the then Advanced Teachers College now Federal College of Education, Kano and graduated with distinction in Mathematics and also the best overall student of the year in June 1971. He was employed by Kano Community Commercial College , now Aminu Kano Commercial College where he taught Mathematics and Geography before he gained admission into Ahmadu Bello University in October 1972 where he read BA(Edu) and graduated in June 1975 with Second Class Upper Division .

He served his NYSC in Lagos and Kano States . After the NYSC, he returned to the former school where he was teaching ( Aminu Kano Commercial College ). In 1978 he gained admission into the part-time programme of the University of Jos where he graduated with M.Ed (Admin. & Planning) in 1980.

In January 1981, he took up employment with National Teachers Institute (NTI) Kaduna as a Course writer of the Distant Learning Programme in Education. He worked with the Institute for about Sixteen years and rose to the position of Assistant Director. In May 1996 he was employed by the Universal Basic Education Commission (UBEC) former NPEC as Zonal Coordinator of the programme for Uyo Zonal Office covering Akwa Ibom, Rivers and Bayelsa States .

In August 2000, he was employed by Teachers Registration Council of Nigeria Headquarters, Abuja as a Deputy Director in charge of Administration and Personnel.

In January 2004, he was promoted to the position of Acting Director, Planning, Research and Statistics which is the position he is still currently occupying.

He has traveled widely to attend Teachers Education Programmes in the United Kingdom , Sweden , and Norway among others.
