OFFICE OF THE REGISTRAR/CHIEF EXECUTIVE

Professor Wokocha was born on the 6th June, 1948; at Omoku, Ogba/Egbema/Ndoni Local Government Area, Rivers State, Nigeria. He started his academic pursuit at St. Stephen’s U.N.A. School, Omoku in 1955 and passed out of the School with a First School Leaving Certificate (F.S.L.C.) in 1962. The young Omoku enthusiast was at Baptist High School (B.H.S.), Port Harcourt from 1963 to 1969. Mark-Addison, as he is fondly called by friends, passed out of B.H.S. with the West African School Certificate (WASC) in grade 1. In 1972, he became an undergraduate at the University of Nigeria, Nsukka where he bagged a B.Sc. (Hons.) degree in Agriculture, with a bias in Plant/Soil Science in 1976.

With a burning desire for academic excellence, Wokocha continued his academic pursuit at the University of Port Harcourt in 1982, where he pursued a Master of Arts (Ed.), majoring in Philosophy of Education, a Degree he acquired in 1984. Not satisfied yet, in 1986, the young man went back to the University of Port Harcourt for a Doctor of Philosophy Degree (Ph.D) in Philosophy of Education which he obtained in 1989. Between the years 2000-2001, Wokocha obtained D.Litt. Educational Philosophy from St. Clements University, South Australia.

Professor Wokocha, an author of international repute, has displayed class and competence at the different positions held in the last 10 years of academic career at various tertiary institutions in Nigeria. He joined the services of College of Arts and Science, Port Harcourt, and rose to a Principal Lecturer in 1988. In a bid to satisfy his insatiable quest for knowledge and professional growth, the Omoku born educationist, in 1989, joined the services of Faculty of Technical and Science Education, Rivers State University of Science and Technology (R.S.U.S.T.), Port Harcourt (P.H.) as Lecturer II.
 
Two years after, precisely in 1991, Wokocha became Lecturer 1 in the same Department. Having proved his academic dexterity, the University in 1993 promoted him to the rank of Senior Lecturer, a position he held until 1996.  He was pronounced Associate Professor (Reader) of Rivers State University of Science and Technology. The academia was made a Professor in the Department of Educational Foundations, R.S.U.S.T., (P.H.) in 1998. In that University, Prof. Wokocha served as the Head of Department of Educational Foundations and the Director of the Centre for Continuing Education among others.

The amiable intelligentsia was appointed Provost, Federal College of Education (Technical) Omoku in 1998. As a Provost, he transformed the College within a very short time such that in the year 2005, the Rivers State Government appointed Professor Wokocha as Provost, Rivers State College of Education, Port Harcourt.

Wokocha has remained an External Examiner at several Nigerian Universities, Colleges, Polytechnics and other teacher training institutions across the Country from 1990 to date. He served in several State and Federal Boards including Rivers State Hospital Management Board, National Business and Technical Examination Board (NABTEB) Benin City, Governing Council of Teachers Registration Council of Nigeria (TRCN) and Council of Nigerian Institute of Management (NIM).

He is a Fellow, President and Chairman of Council of the Institute of Management Consultants, Fellow Institute of Corporate Administration of Nigeria, Fellow FCE (T) Omoku and Paul Harris Fellow Rotary International. Professor Wokocha has also served as the Chairman of Committee of Provosts of Federal Colleges of Education and the National Chairman of Committee of Provosts of Colleges of Education in Nigeria. He is a member of the Prestigious Nigerian Academy of Education. He is happily married with children.

FUNCTIONS OF THE OFFICE OF THE REGISTRAR/CHIEF EXECUTIVE

The Office of the Registrar is the coordinating centre of all activities of the TRCN. All the functions and activities of the three departments of the Council are carried out under the supervision and guidance of the Office of the Registrar. TRCN is a system, an entity with the actions and activities of its various departments being undertaken for the overall progress and development of the entire Council.

The Office of the Registrar is made up of six(6) units comprising the immediate office of the Registrar, the Internal Audit Unit, Legal, Information and Public Relations, Protocol and Servicom Units. A highlight of the activities of the Units is presented as follows:

The Office of the Registrar

The immediate Office of the Registrar is at the height of the Council. As it is said, the buck stops at the Registrar/Chief Executive's desk.

Information and Public Relation Unit

This Unit supplies to the public various press statements on the activities of the Council. The press statements found outlets in various media for wide coverage and exposure on the Council.

Legal Unit

The Unit renders legal advisory services to the various departments of the Council. This involves making inputs to various committees set up by Council for general well being of staff. Also the Unit prepares agreements for the Council.

Internal Audit Unit.

This is the Unit that verifies, determines the accuracy and reliability of revenue, and expenditure of the Council. It cross checks the employees file, pre and post audits all payment vouchers, pre-inspects items supplied to the Council before taking charge.

Protocol Unit

The Protocol Unit is responsible for handling all matters related to TRCN guests, these include their welfare. It also handles travel arrangements for TRCN staff and Council members. It is also incharge of all the vehicle/transport matter of the Council.

Servicom Unit

This is the Unit charged with service delivery of Council to teachers in particular and public in general.
