PROFILE OF MRS. PAULINA PWACHOM PAM, THE AG. DIRECTOR, PLANNING, RESEARCH & STATISTICS DEPARTMENT, TEACHERS REGISTRATION COUNCIL OF NIGERIA (TRCN)

Mrs. Paulina Pwachom Pam is the Ag. Director, Planning, Research & Statistics Department, Teachers Registration Council of Nigeria (TRCN). She was born on 27th August, 1961 into the family of late Mr.  & Mrs. Michael Choji Pwasong of Zawang, Jos South Local Government Area of Plateau State, Nigeria. She attended St. Williams Primary School Zawang, Plateau State, Our Lady of Apostles College, Akwanga, Nasarawa State where she obtained her Grade II Certificate in 1981. She proceeded to the College of Education Gindiri, Mangu Local Government Area of Plateau State where she obtained the Nigeria Certificate in Education (NCE) in 1986.

 

Paulina P. Pam obtained her first degree from the University of Jos in Guidance & Counseling/ Geography (B.Ed.) 1992.And subsequently proceeded to pursue a Master’s Degree in Education, (M. Ed), Guidance & Counseling in 1998 from the same Institution. Paulina as fondly called by close associates, started her career as a classroom teacher at Islamia Primary School, Bukuru, Plateau State, in 1981.

 

The passionate enthusiast moved unto a higher professional pedestal. She built her career life from a classroom teacher and thereafter joined the Post Primary School Management Board (PPSMB), Yola,of the then Gongola State. Where she was posted to Government Girls Secondary School Girei, Song Local Government, in 1986.Her services were transferred to General Murtala Mohammed College (GMMC) Yola, as a Guidance Counselor in 1988. At the College, she was charged with the responsibility of handling, Educational, Vocational and psycho-social counseling services to students, staff as well as the school management.

 

Mrs. Paulina Pam joined the service of Teachers Registration Council of Nigeria (TRCN), as Assistant Chief Education Officer to head Certification and Licensing Division of the Professional Operations Department. She nurtured her career progression through the ranks, as Chief Education Officer in 2006, to Assistant Director in 2010 to Deputy Director in 2014 and was appointed the Ag. Director of Planning, Research, & Statistics Department September 2018 until June 28, 2019 when TRCN Governing Council confirmed her appointment as substantive Director of the Department.

 

Aside her major duties in the Council, she also performed credibly well in handling other duties assigned, She was the pioneer President of TRCN Staff Multipurpose Cooperative Society; a member of the Council’s Anti-Corruption and Transparency Unit; member, Procurement Committee; member, Senior Staff Appointment Committee; and a member of Budget Committee on Treasury Single Account (TSA), member of the TRCN management.   the erudite educationist was ‘desk officer to COMPAS/USAID; ENHANSE/USAID; CSCEFA; Teachers without Boarders; Universal Basic Education Commission (UBEC); USAID/NEI’; Member, Ministerial Task team on the Development of Teacher Needs Assessment/Teacher Professional Development Framework; and Desk Officer, Roadmap on Teacher Education Component.

 

She has also attended local and international training programmes, some of which are Administrative procedure on Civil Service 2003, Computer training 2004, National Education Technology Standards 2006, workshop on stress management 2008, Pension Act 2009, Continuous Professional Development for Teachers (Teachers without Boarders workshop ) 2010 in Ghana, Learning Forward Annual Conference Gayord Texan Dallas USA in 2013, The 21st century Education skills by the British Council 2017, West African Conference on Education for Global relevance organized by the Nigerian Academy of Education 2018 and Benchmarking Tour to the Teaching Council of Zambia in 2018.

Mrs. Paulina Pwachom Pam is happily married and blessed with four children as well four grandchildren.

PLANNING, RESEARCH AND STATISTICS (PRS) DEPARTMENT

                                    

INTRODUCTION

The Department of Planning, Research & Statistics (PRS) is the nerve Centre of the Council and is responsible for discharging the following mandates:

  1. Policy planning
  2. Strategic planning
  3. Coordination of special project
  4. Provision of library services
  5. Statistical information, and
  6. Research activities.

 

FUNCTIONS OF THE DEPARTMENT

The Department of Planning, Research & Statistics is saddled with the following responsibilities based on the functional mandate of the Council as enshrined in CAP. T3 of 2004:

  1. To develop strategic plans that will enable the Council take decisions on policy matters, short and long term plans in the Professionalization of teaching in Nigeria.
  2. To produce the Annual Work Plan for the Council.

iii.       Coordinate Monitoring and Evaluation of Council’s programmes and activities, especially teacher training programmes, workshops & seminars.

  1. Design and implement along with other departments special projects on teacher development.
  2. Coordinate networking with International Development Partners and Non-Governmental Organizations for projects, interventions and supports on teacher education development.
  3. To produce statistical information of teachers in Nigeria and other statistics arising from the operations of the Council and teaching professionalism.

vii.     To produce the Statistical Digest on annual basis and dissemination of such statistical information for policy development, decision making and policy execution.

viii.     To publish in collaboration with other departments Council’s journal and research materials to promote the professionalization of teaching.

  1. In collaboration with other Departments, to plan and coordinate the Council’s Conferences, seminars and workshops.
  2. To plan for Council’s budget proposals along with the department of Finance and Account.
  3. To develop a powerful data bank of teachers generated primarily from stakeholders for use of researchers, corporate organizations at National and International level of teaching.

xii.     To determine on periodic basis, the teachers’ training need at various levels of the education sector.

xiii.     To plan for monitoring and evaluation of projects/programmes.

xiv.     Collaborate with National, regional and international education, information and library networks to ensure that documentation services on teaching and education development in the Country are readily available.

  1. Provision of library services comprising books, publications and journals that are focused on teachers’ development and teaching profession.

xvi.     Commission periodic research on strategies for developing quality teachers and teaching at all levels in the country.

xvii.    To carry out other duties as may be assigned by the Registrar/Chief Executive.

DIRECTOR’S OFFICE

  • Directly responsible to the Director, PRS.
  • Using varieties of software packages in processing and production of documents such as letters, memos, spreadsheet and other related documents.
  • Performing administrative duties necessary to run the Director’s office efficiently.
  • Coordinate the compilation of departmental monthly and annual reports.
  • Coordinates the activities of the Director’s office.
  • Handling correspondences.
  • Maintaining diaries.
  • Prioritizing workloads.
  • Organizing meetings
  • Receiving visitors to the office
  • Ensuring cleanliness in the Director’s office.
  • Travel arrangement.
  • Performing other functions as assigned by the Director and the Registrar/Chief Executive.

 

PLANNING DIVISION

The Division is responsible for the following:

  • Assist in preparing Annual budget and collation of Council’s budget and Medium Term Sector Strategy (MTSS)
  • Initiating and implementation of Strategic Plan of the Council.
  • Coordinate the preparation, compiling departmental and Council Annual Work Plan.
  • Development of Monitoring & Evaluation instruments for Council’s programmes/activities.
  • Conduct of Monitoring and Evaluation (M & E) of Council’s programmes and activities.
  • Conduct of Special Projects (SMASE, MS4SSA and other Development Partners projects) on improvement of science and mathematics.
  • Development of short, medium and long term plans for the Council, to support professionalization of the teaching profession in Nigeria.

 

RESEARCH AND STATISTICS DIVISION

  • Identify potential areas of Research that will improve the implementation of the Council’s mandate.
  • Ensure proper documentation of all research reports and following up recommendations for implementation.
  • Coordinating the collection, collation of articles from authors, for publication in the Nigeria Journal of Professional Teachers (NJPT).
  • Publishing the Council’s Nigerian Journal of Professional Teachers (NJPT) and research materials to promote the professionalization of teaching.
  • It is the secretariat of the Nigeria Journal of Professional Teachers.
  • Publishing the Council’s Nigerian Journal of Professional Teachers (NJPT) and research materials to promote the professionalization of teaching.
  • It is the secretariat of the Nigeria Journal of Professional Teachers.
  • Production of statistical information of teachers in Nigeria and other statistics arising from the operations of the Council and teaching professionalism.

  • Ensuring a powerful data bank of teachers’ records is developed arising primarily from Council’s database and stakeholders for use of researchers, corporate organizations at National and International level of teaching.

 

LIBRARY AND PUBLICATION DIVISION

  • Developing and maintenance of a standard library at the Council’s Headquarters and States offices.
  • Developing a strategy for virtual library for TRCN to meet international standards.
  • Collaborate with international and regional education information and education networks to ensure documentation services on advancement of teaching and learning are easily accessible to staff and stakeholders.
  • Participating in the processing, proof reading and editing of all articles for publication in the Council and obtain ISSN and ISBN for the publications.
  • Selection, acquisition, cataloguing and classification of educational materials.
  • Ensuring all National Dailies (newspaper) are provided and old ones and other materials are adequately archived.
